Minutes 22nd October 2022
Held on Tuesday 22nd October at 7.30pm in the Christian Fellowship Church.
Present
Andrea Long (via Zoom), Sam Coster, Anne List, Virginia Twentyman, Steph Amey, Matthew Bradbury, Paul Roberts, Ali Doe, and Steve Thompson.
1. Apologies for Absence
Apologies were received prior to the meeting from Austen Williams. Apologies were received after the meeting from Rufus Philip.
2. Accuracy of Minutes
The minutes of the previous meeting held on 27 September 2022 were agreed as correct.
3. UPDATES: Design Code
Andrea reported that the Design Code report is still awaited from AECOM.
Site Assessments
Andrea reported that Angus at AECOM had commenced work on the four site assessments that had been received and the results should be ready in a few weeks.
Parking Study
A meeting is scheduled to be held at this venue on 8 November 2022 to discuss the parking study and is intended to be a joint meeting between the Steering Group, Hingham Town Council, NCC Highways and AECOM.
4. Discussion of 1st draft policies
Andrea led this section of the meeting. She asked the group to examine the draft policies she had prepared and decide what was missing, if the subjects were in the correct order and make suitable amendments. She reminded the group of the Vision statement and it was agreed to amend this statement to add “beautiful working rural landscape” and “characters of the Parish”. The amended Vision statement thus reads:
“The parish of Hingham will continue to be a thriving community and attractive market town with a distinctive Georgian centre, within a beautiful, working rural landscape. It will have a range of housing types and tenures to suit all ages and incomes, supported by community infrastructure and employment opportunities. Housing will be integrated and reinforce the existing characters of the parish. The town’s local heritage and green spaces will be protected, whilst maintaining connections with its rural environment. Development will be sustainable, well designed, and suitably located, with sufficient public and private parking. The area will continue to be a desirable place to live, work and visit for current and future generations”.
A long discussion then took place making amendments to the wording and the running order of the Objectives. It was agreed that Development and Design should be placed first. There was a discussion on Climate Change and how this could be incorporated into the Objectives.
It was agreed that Non-Designated Heritage Assets should be placed on the next full Steering Group meeting agenda.
Andrea stated she would retrieve the full list of Green Spaces from the Drop Box documents to incorporate into the draft policies.
Andrea advised the group that the next full meeting should discuss and agree the ‘important views (vistas)’ of the Parish and some thought should be given to this subject by members prior to the meeting.

Date of Next Meeting
The next meeting will be on Tuesday 8th November 2022 at the same venue to discuss the study into parking. This will be a joint meeting of Hingham Town Council, Hingham Neighbourhood Plan Steering Group, AECOM and NCC Highways.
The next meeting of the Steering Group will be on Tuesday 29th November 2022 at the same venue.
